Look at the picture above. It is a news cutting from Kreepa Daily published on Wednesday. It is a meeting of the Home Secretary Mr. Umesh Pd Mainali with the top security personals around in Parsa, Bara, Rautahat area. This meeting was followed by a shooting incident in a crowded market killing a bank official in Birgunj. Meanwhile, another incident of shooting happened in a village of Parsa at the same time the meeting was going on. It is just a co-incidence, nothing too obvious in it.

1. First Dissection:

Crime has not been completely eliminated from any nation in the world: the saying of the home secretary of Nepal talking to the media persons in Birgunj.

It is true in deed. No society (Country) on the planet is free from crime. But the thing he missed or didn’t mention intentionally is the severity, frequency and degree of crime and violence here and elsewhere. Look below:

Tell me why the home secretary shouldn’t be shameful on his statement of comparing the crime and violence in Nepal with these countries. Isn’t he comparing Nepal with Iraq or Afghanistan?

2. Second Dissection:

Despite providing the security seriously the Government is not able to control it: He has added further. Being in the media actively we know more ins and outs that a public may not know it all. What we know is stunning. Believe it or not but I wouldn’t produce any evidence of the facts. Read the disclaimer section below. But the truth is: “the security officer involved in so called “Ganza Fadani” earned 30 Lakhs (US$ 38,000) in a district closer this week. There is one smuggler smuggling 75-150 Tractors of Pulse through a single Line of smuggling in this week. There are 4 such lines in his possession in Gaur and Bardibas areas throughout this week. And there are 12 such big and smaller smugglers we know personally are operating their respective lines of smuggling as of yet. An inspector I know personally; informally calculated his earnings at 1 Lakh a month. I know him; he is a good guy. But how he got involved in it is another story, I shall talk about that later. In short, if he don’t receive this money he would have to be in Rukum or elsewhere.

There is one DSP convincing us two days ago not to make Redwood an issue as “It comes from India and goes to China, our Nepali brothers are earning in crors for just carrying it. What is wrong in it? Why do you make it an issue? For “Ganza” his logic was: “It is saving the jungles as the people in these area save the jungle for protection of their crop and the final product goes to India or elsewhere so what is wrong in it to stop? It’s a cash crop for Nepali brothers. So, rather let us make some money out of it. (Mr DSP isn’t there any respectful way of survival in your opinion?)

These are a few examples of seriousness of governance. If we know these things; why doesn’t the government? Where is the intelligence? Is it seriousness?

3. Final Cut:

The special security employed in various district is not for any hidden agenda, it is for added security: Mr. Secretary has added further in this news laying on the operating table of Kreepa Daily Lab. We don’t know about the hidden agenda, as it might be an internal motive of the ruler politicians. But, if it is for added security then why the second dissection shows so many holes?

To add further the security personal does escorting of those smuggling goods in their respective area between 12-2PM. If you don’t believe us, mail to this lab on the same address. Remember though, these lines of smuggling are make shift imaginary lines that may fake your attempt failure for several nights.

Let us forget smuggling. It is done as an overtime job by these special security implementation officials. Though why don’t they become capable of stopping shooting and bombing in the crowded places? Why violence in Terai is exploding in various forms rather than being controlled?

The fact is that: the overall pressure of these security official has fallen on to the smugglers. They had to pay at 5-8 nods before for a line to be opened; now it is one or two more.

When asked by the media person to implement such a security who don’t get attracted towards money, Mr. Secretary said: “The same kind of selected loyal officer have been implemented.” for added security in these 8 affected districts.

An official at Inspector rank earns about NRs. 1 Lakhs (~US$1300.00) you already noticed in the second dissection. An official at DSP and SP rank earns more or less 50 Laks a month. It is not my saying. In fact I get so much information from nearly a dozen of journalist friends who all know these things but can’t express due to various regions. Some of them are: some can give the core in-depth information but can decorate in writings. Some can’t write in English. Some writes in Nepali in their local paper but nothing appears to happen. And some writes about it and settles on money. Though all talk the fact in the evening gossip in our media lab. I put forward this question to guess how much money a DSP is earning with my guess as 1 cror. But after a long discussion on different issues like their earning from line, Ganza, Trade houses and others and several round of coffee (100/-Rs. Nescafe Bottle Empty). We agreed upon the conclusion of Mr. Pawan Tiwari of Pratik Dainik, on 50 Laks. Among all the 6 journalists belonging to several local and national media, Mr. Tiwari is sited as a senior as he possess in-depth new from underground more than others. Hence, it is 50 Lakhs.

These are several such DSP, SP, DIG and Inspector, sub-inspectors in the line. From armed to civil to Traffic to special in a single line earning money in this ratio. One who don’t earn gets kicked out to clear the line.

How can you believe on the claim of Mr. Secretary, on the loyalty of the security personals? Isn’t it funny?

To add further, Mr. Secretary came and staid in Hotel Viswa (A 3 Star I think), Isn’t there any guest room on government possession here? What a funny thing to call top-level security meeting in a hotel rather in the district police headquarter?

In the press meet there were 7 journalists all together in Hotel Viswa. It is not that we didn’t attend the meet. Actually we didn’t know. Luckily; our cameraman; Ram Kshetry was called by Mr. CDO of Parsa District by 11 am that day. He says he was in Ghantaghar, Birgunj when he got the call and was asked to head to Hotel Viswa for an important press conference. He was also amazed, as he has not yet exchanged his No with the CDO here. Anyway, he rushed to Hotel Viswa (10 minutes). He said there were just 7-8 journalists. Three of them being cameraman and just a few top rank journalist who could ask; the second rank just listens and notes actually. According to Ram: “I think, it was a 10 minutes conference.” “They give their speech and as soon as a few questions were asked rushed out”

It was a PHOTO SESSION in fact. I know this trick. It is another story of how clever these officials have become. Anyhow they got in the news with photos and word of mouth of the reporters who attained the meet. And they totally escaped from the actual journalists who could actually writes and could ask logical question that would make their drama wide open.

This way their top level security meeting was over. Two days party in a hotel TA, DA, commission in hotel bill. Total Expenses of the meet: 5,00,000/-, Out-com: none.
